Roswell was incorporated as a town in Fulton County on February 16, 1854. The city is named for the original settler of the area, Roswell King. King, and others, traveled from the Georgia Coast with the hopes of investing in mining. After discovering that this area was close to the Chattahoochee River, King was inspired to build a major textile mill powered by the water. The Roswell Manufacturing Co. and the Roswell Mill played key roles in the development of the town during its earlier history.

Redeveloping Roswell
 

On the November 2, 2010 ballot, Roswell voters will be asked the following question:

“Shall the act be approved which authorizes the City of Roswell to exercise redevelopment powers under the ‘Redevelopment Powers Law,’ as it may be amended from time to time?”

Redevelopment powers will give the City of Roswell the tools to redeveloped depressed areas in our City so that the property and surrounding areas are revitalized.
Redevelopment powers allow the City of Roswell to redevelop or create incentives for others to redevelop depressed areas. The City will have the ability to utilize redevelopment tools such as a tax allocation district TAD).
 

A TAD is a redevelopment tool used to pay for infrastructure and other improvements in underdeveloped areas so that the property is more attractive to redevelopment. As property in the TAD is redeveloped and improved, the City receives new property tax revenue as a result of the increased property value.
This new revenue is used to pay for the improvements in the TAD without raising taxes throughout the City or dipping into the City’s current tax revenue.

If approved, the City will have the option to create a tax allocation district or TAD.
